Demolishing a house or garage requires testing for asbestos by the use of a licensed contractor to ensure safety and compliance with regulations. 

Asbestos dumping is a major concern for local councils. Balancing penalties with community safety and quick removal limits investigation time. The community must ensure proper asbestos disposal.
